2005 年 11 月 16 日， 欧洲议会及欧盟理事会在法国斯特拉斯堡， 在 1976 年 7 月 27 日颁布的76/769/EEC 相关指令基础上， 签署了 2005/69/EC 指令并于同年 12 月 9 日发布。 该指令主要针对轮胎和添加油中的稠环芳烃（PAHs） 作出指示。 该指令适用范围为橡胶油和轮胎（客车轮胎、 轻型和重型货车轮胎、 农用车轮胎及摩托车轮胎）， 指令将对 2010 年 1 月 1 日后生产或翻新的轮胎同样有效。
2005/69/EC 指令规定直接投入市场的橡胶油或用于制造轮胎的操作油应符合以下技术条件：
以欧洲轮胎工业贸易**(BLIC) 的要求为基础；
油品中苯并芘（BaP） 含量应低于 1 mg/kg；
油品中 8 种关键 PAHs（BaP， BeP， BaA， CHR， BbFA， BjFA， BkFA， DBAhA）总含量应低于 10 mg/kg。
轮胎橡胶的硫化胶的核磁共振值小于 0. 35%；
以上可以认为是环保芳烃油的官方要求和定义
